About Rovilla Construction

COMPANY BACKGROUND

Rovilla Construction started as a single proprietorship business owned and managed by Engr. Romeo A. Villaceran, a Civil Engineer in profession together with his wife Mrs. Violeta B. Villaceran, who took charge of Admin Operations. It was founded on April 17, 1993, and was registered with the Department of Trade and Industry (DTI). However, due to limited capital, the company officially began its construction operations in October 1997 after securing its PCAB (Philippine Contractors Accreditation Board) license under Category C – Small A, allowing it to undertake government projects worth up to Three Million Pesos (Php 3,000,000.00). The company’s first project was the Construction of Reflectorized Seawall at Brgy. Kabac, Bantayan, Cebu.

After becoming qualified to participate in project bidding with the Department of Public Works and Highways (DPWH), Rovilla Construction was awarded numerous contracts, including the construction of seawalls, barangay halls, school buildings, multi-purpose facilities, and road concreting projects. All of these were satisfactorily completed in accordance with approved plans and specifications, and within the scheduled timelines.

In the year 2000, Rovilla Construction began its operations with a modest workforce of just eight (8) workers and a single one-bagger mixer. Over time, the company steadily grew and expanded its capabilities. It began undertaking various government infrastructure projects, including school building construction and repair for the Department of Education (DepEd), Level III waterworks system construction, bridge construction, and additional school building projects for the Provincial Engineer’s Office (PEO) of Cebu. Rovilla Construction also took on road concreting projects commissioned by the Department of Public Works and Highways (DPWH).

At present, Rovilla Construction has significantly evolved from its humble beginnings. The company has upgraded its contractor’s license category to B – Medium A, enabling it to undertake government projects valued at up to One Hundred Fifty Million Pesos (₱150,000,000.00). Alongside this advancement, Rovilla Construction has expanded its workforce to over five hundred (500) skilled construction workers and technical personnel. To ensure the highest standards of quality and efficiency, the company has also invested in a wide range of heavy equipment, further enhancing its capability to deliver projects that meet and exceed client expectations.
